Under development: Tool to help report stage 2 quality measures

If your hospital’s working on how it’ll meet and report stage 2 clinical quality measures by the 2014 deadline, here’s help. 

The Office of the National Coordinator (ONC) for Heath Information Technology (HIT) is funding the development of a new certification tool to help hospitals report clinical quality measure results under stage 2 of the electronic health records meaningful use program.

The tool, which was named Cypress v2, is being touted as a rigorous and repeatable testing tool of electronic health records (EHRs) and EHR modules to calculate meaningful use stage 2 clinical quality measures. The Cypress tool will be available for free to the health IT community. And it’ll serve as the official testing tool for the 2014 EHR certification program supported by ONC.


Cypress’ purpose is to enable repeatable and rigorous testing of an EHR’s ability to accurately calculate meaningful use stage 2 eligible provider (EP) and eligible hospital (EH) clinical quality measures. At this time, it’s not intended to serve as a complete certification testing tool.

The clinical quality measure certification criteria addressed by Cypress include:

  • Export – the capability of EHR technology to create a data file that can be incorporated by another EHR technology, which could be used to calculate clinical quality measures
  • Calculate – the capability of EHR technology to incorporate data (from other EHR technology when necessary) and correctly calculate the results for clinical quality measures, and
  • Report – the capability of EHR technology to create a standard data file that can be electronically accepted by Centers for Medicaid & Medicare Services (CMS).


Here’s the timetable for Cypress’ availability:

  • Nov. 2, 2012, Cypress v2.0 (alpha) will be released with EP clinical quality measures
  • Nov. 13, 2012, Cypress v2.0 (beta) will be released with EP/EH/quality reporting document architecture
  • Dec. 21, 2012, Cypress v2 ready for installation by all authorized testing labs (ATLs), and
  • Jan. 02, 2013, ONC certification program begins.

These dates are dependent on CMS releasing the full meaningful use 2 clinical quality measures specifications.
