Potential Stage 3 Meaningful Use measures unveiled

The Centers for Medicare and Medicaid Services (CMS) is looking for public comments on two items that may be included in the Stage 3 Meaningful Use requirements for the EHR incentive program. 

The proposed Stage 3 Meaningful Use measures address the annual wellness visit benefit established by the Patient Protection and Affordable Care Act. Effective last year, Medicare recipients are eligible to undergo a yearly visit that includes routine measurements, family and individual medical history reviews, and other reviews and discussions.

The measures for the Stage 3 Meaningful Use requirements proposed by CMS last week focus on how providers carry out two key components of the annual wellness visit:

  • Assessment of health risks: The first proposed measure would assess the percentage of patients who underwent an annual wellness visit who received age- and sex-appropriate preventive screenings and behavioral risk assessments recommended by the United States Preventive Services Task Force (for example, obesity screening, screening for tobacco use), and
  • Management of health risks: The other measure would assess the percentage of patients who underwent an annual wellness visit who received management of identified risks (for example, confirmation of positive screening, counseling, referral) and immunizations recommended by the Advisory Committee on Immunization Practices.

CMS and Mathematica Policy Research, the firm contracted with to develop the measures, are currently accepting public comments on the proposals for the Stage 3 Meaningful Use requirements. They are especially interested in feedback regarding:

  • The relevance of the measures to the mission of the EHR incentive program to improve public reporting
  • The usefulness of the measures to improve care for Medicare patients, and
  • The feasibility of collecting data via EHRs for the purposes of public reporting.
